<\/strong><\/div>\n<p style=\"color: rgb(255, 102, 0);\" align=\"center\"><strong>We are opposed to the decline of social research. <\/strong><\/p>\n<p style=\"color: rgb(255, 102, 0);\" align=\"center\"><strong>We demand the survival and further development of EKKE. <\/strong><\/p>\n<p> Fifty years after its creation, the National Centre for Social Research (EKKE) -the only research institution devoted to the social sciences in Greece &#8211; faces the imminent danger of being shut down, following the decision of the Inter-ministerial Committee of the Greek government (May 26\/09) on closing or merging 255 public organisms with the aim of downscaling public expenditure.<\/p>\n<p> The administration and staff of EKKE strongly protest against this decision and call on all concerned members of the international research and academic community to express their support for this historic institution&#8217;s survival and further development.<\/p>\n<p> According to Eurostat data on the 27 EU member-states, Greece comes fifth last as far as the percentage of total expense for research is concerned regardless of origin (0, 57% of GNP), while ranking second last as to public expense for research (0,68%). Its ranking based on all indexes on its population and the cost of those employed in research is equivalent to the above. This indicates that Greece is in the worst position of all other EU countries, included newcomers to the EU, whose economic and social situation bear no comparison to ours. <\/p>\n<p> After its return to democracy in 1974, Greece made important progress in the development of higher education, doubling the number of teaching personnel in this sector between 1977 and 2007. Research structures however remained atrophic and the humanities and social sciences sector fared even worse. The number of those employed in this sector has declined by 25% between the two last censuses.<\/p>\n<p> This underdevelopment of the country&#8217;s research structures has had longdrawn, particularly negative effects on the transmission, diffusion and utilization of knowledge and innovation throughout society. Thus, Greece produces a continuously growing number of university graduates -even PhDs &#8211; with low levels of research skills, while remaining incapable of taking advantage of its scientifically highly qualified human resources, the larger part of which continue to be drained by other countries.<\/p>\n<p> Given this situation, one would hardly expect the current government to include research centers in its project for restriction of the public sector and cutting back on expenses. Yet an Intra-ministerial decision on May 26th placed the National Centre for Social Research on the long list of public organisms to be abolished or merged in the coming four months. According to this decision, &#8220;EKKE is to be merged with the National Foundation of Research in a unified research centre active in the sector of the humanities and social sciences&#8221;. This decision is difficult to comprehend as, beyond the problems entailed in merging an entity operating under public law (EKKE) with another operating under private law (the NFR), provisions regarding the \u2018hard&#8217; sciences sectors of the NFR remain unknown.<\/p>\n<p> Needless to say, not only was there no discussion of all this between the Centre and its supervising institutions (the General Secretariat of Research and Technology, and the Ministry of Development), but, in addition, three days before the decision, when the General Secretary of R&amp;T was directly asked in the presence of members of the research community to verify or deny the rumor of the Center&#8217;s abolishment, he compromised himself by professing ignorance. Furthermore, there is no (or, if there is, it has not been communicated to the Center) expert opinion of the National Council of Research and Technology (NCRT) which is, according to the institutional framework regulating research centers, essential to relevant decision taking (Law 1514\/85, no.25)<\/p>\n<p> Despite the above the Ministry of Development considers it unnecessary to proceed to the presentation of its full plans, to a public deliberation and to hear the views of those directly concerned as well as those of the qualified instances, i.e. the scientific and research community.<\/p>\n<p> The relevance of social research is considered self-evident by all developed nations. To be socially useful, however, social research must be conducted within a framework of academic freedom and independent of economic, political and ideological considerations. The quality and usefulness of social research are directly related to the will of any society to guarantee such conditions as prerequisites for developing self-knowledge and furthering means and ways toward its wellbeing. The public sphere is the only arena where useful social research can develop, with the additional provision that its findings are subject to evaluation and critical overview by the national and international scientific community.<\/p>\n<p> Under conditions of inexistent national funding and social research policy, EKKE has survived through five decades drawing mainly on its own resources. Forced to depend on programs of restricted and applied targeting for funding, the center remained dedicated to its true mission and succeeded in furthering the knowledge of contemporary Greek society through its research and publishing activity.<\/p>\n<p> Abolishing the only public national research center in social sciences entails degradation of social research and the shrinkage of the research community.
